Unfortunately, no. Recent changes to Delphi's Tools API (since Alexandria/Athens) allowed us to rebuild ColorEvoker with new, far superior algorithms. Older Delphi versions (7 through Tokyo) lack these API updates, so we’ve decided to focus development on modern IDE editions.
Yes, in the future, we plan to release fully free versions of ColorEvoker for Delphi Community Edition. However, for this to happen, several factors need to align, and currently, they have not. Therefore, at this moment, even Delphi Community Edition users need to purchase a license, but it will be free in the future.
